Article I- Power of the Members of Government

Section 1.

Part I- The King

The King is the all-powerful ruler of the Kingdom of Humphry-Rose. He can institute or reverse any law, statute, or ordinance, as well as change the system of government, and do whatever he pleases as relating to the government.

The King is the only person who may declare War on other nations.

Part II- The Minister

The Minister is the second-in-command to the king. He can institute or reverse laws with the King’s approval. He cannot change the system of government, or do other things relating to the  government other than pass laws.

Section 2.

Part I- Prime General

The Prime General is the leader of the KHR military. He cannot start wars, only the King may do that, but he leads the armies during wartime. He directs the placement of forts, and decides how the military is built or structured.

He must follow the orders of the King, and he can also advise the King. The King may replace him at any point.

Part II- Prime Economist

The Prime Economist runs the Treasury. He can make various decisions to affect the state of the nation’s economy.

He must follow the orders of the King, and he can also advise the King. The King may replace him at any point.

Part III- Bank Manager

The Bank Manager manages the accounts of people who use the national bank.

He must follow the orders of the King and the Prime Economist, and he can also advise the King and Prime Economist. The King or Prime Economist may replace him at any point.

Article II- On Companies and Currencies

Section 1.- On Currency

Part I- Definition of Currency

“Currency” is anything used in transactions. When you trade a cow and a goat, the cow and goat are, thus, currency. For the respects of this document, however, a “Currency” is a physical material used in transactions, such as a coin or bill.

Part II- Currencies in the Kingdom of Humphry-Rose

The currency used in the Kingdom of Humphry-Rose is exclusively the Yablokon. The Yablokon is issued by the government for use in the Kingdom of Humphry-Rose.

Part III- Symbols of the Yablokon

The symbol for a Yablokon is “б”. If there is a case where that symbol would be difficult to use, use “YBK” instead.

Part IV- How to write values of Yablokon

To write a value in Yablokon: First, if using, put the symbol; then put the number after it without spaces. Then, after a space, add “YBK” or “Yablokon”, if using. Thus б23.2 could be written as б23.2 YBK, 23.2 YBK, or б23.2 Yablokon or 23.2 Yablokon.

In legal documents, it is recommended to use “YBK”.

Section 2.- On Companies

Part I- On Starting Companies

Companies may be started by legal citizens. They must be legal citizens and not people with only a Visa or Voter’s Visa.

For initial money, a company may request a loan from the National Bank.

Part II- On Running Companies

Companies must abide by all laws in the KHR. In addition, they must follow the Scratch Community Guidelines.

Companies are not required to offer a way to get an item for free.

Part III- On Paying Employees

If the Employees are paid by a wage, the wage is a minimum of б2 a week.

If they are paid by works, they must be paid a minimum of б0.6 per work.

If they are paid royalties, the royalties must be a minimum of б0.1.

Article III- Printing Money, August 2022

Section 1.- Printing Money

Part I

The government will print 2,000 YBK in the month of August. It will all go to the National Bank.

Section 2.- Money for new Citizens

Part I

All new citizens in July 2022 will get 10 YBK, debt-free.

Part II

All new Visa and Voter’s Visa will get 4 YBK debt-free.

Article IV- Declaring Bankruptcy

Section 1.

Part I- Initiating

A person may declare bankruptcy if they have less than 1 YBK in the bank. He will be forced into bankruptcy if he is no longer able to repay a loan.

Part II- Side Effects

If a person declares bankruptcy, anything he requires for living will be provided for free by the state (See A IV, S 2, P I). However, the person in question may not buy anything other than with state-provided money. In addition, he may not take out loans.

The person is required to work to get himself out of bankruptcy, unless there are no jobs available.

Part III- Side Effects On Loans

If the person has loans, all his possessions that he does not need will be auctioned off to pay his loans.

The job that he works at will first be used to repay his loans, which stop accruing interest and have no time limit.

Section 2.

Part I

If a person goes bankrupt, he will be given anything that he needs to live for free by the state, such as housing, transportation, etc. In addition, he will be given 0.3 YBK a week to spend on whatever he wants.

Article V- Loaning money from the National Bank

Section 1.- Loan Requirements & Limits

Part I- Loan Requirements

To take out a loan from the National Bank, a person must be a legal citizen or hold a Visa or Voter’s Visa. The person must not be bankrupt or have less than 1 YBK in their bank account.

The King, the Minister, the Prime Economist or the Bank Manager may turn down a loan at any time.

Part II- Loan Limits

A legal citizen may not take out a loan larger than 300 YBK. A Visa or Voter’s Visa holder may not take out a loan larger than 75 YBK. A company may not take a loan larger than 800 YBK.

Section 2.- Required Payback

Part I- Paying Back Loans

When a person or legal entity takes out a loan, it will be repaid within 4 years with the amount to be paid increasing 2% every month.

If the loan is over 250 YBK, the time limit is extended to 6 years.

Part II- Exceptions

If the person no longer is able to pay back his loans, he goes bankrupt (See A IV, S 1, P I).
